Parish Council Meetings

These meetings commence at 7.30pm and are held in Darnhall Village Hall.

MINUTES OF THE MEETING OF DARNHALL PARISH COUNCIL

Chairman's opening remarks

Chairman had been very impressed with the Christmas Market held by the Village Hall Fund Raising committee together with help from other local residents. Mrs S Langley was thanked for coordinating the event in spite of her ill health. The Women's Institute had provided both food and drink in various forms. A number of people were on a waiting list for stalls.

The opening of the Village Hall Disabled Car Parking spaces took place on the 12 th November as part of the Christmas Market and was carried out by Mrs Margaret Baker, Councillor Edwards and the Chairman. The Chairman gave an address about the lack of funding available for Disabled Parking and congratulated the Fund Raising Group on their efforts to raise half the monies; the other half had been provided by the Parish Council from the precept.

Following this the Chairman then proceeded to present Retiring Councillors Hignett and Tomlinson with engraved Hip Flasks. These Chairman's Awards were special because both Councillors had followed their fathers on to the council. Both Councillors were thanked for the unstinting work on behalf of residents. The Chairman hoped that both gentlemen would continue in the background to help in the work of the council and its residents.

A number of members of the 200 Club had not rejoined and councillors were urged to encourage residents and friends to take part in this fund raising for the Village Hall.
The Chairman had noted the engagement of James Verdin had been announced in the Daily Telegraph and it was proposed that the Chairman write to him personally.

Matter Arising

 

02/2011 The Village Hall Support Group
Management Committee of Village Hall
WREN Application for Village Hall Funding

Councillor Gee reported that the tickets for the Turkey and Tinsel Evening had been sold out and that the new cutlery and crockery funded with the grant money made available by CW&C Councillor Roberts would be used at the Turkey and Tinsel Evening. A number of jobs are still outstanding from the work being carried out by Martin Stubbs but Councillor Gee will follow this up, some repair work as been carried out on the Hall floor until further funds are raised.

The Fund Raising Group will meet in the New Year to organise events for 2012.

03/2011 Parish Assembly 2011
After much discussion it was agreed that Councillor J C Bownes will talk about the history of a local family-run multinational business.

04/2011 Parish Newsletter
This matter was discussed at length and Councillor Davenport has the matter in hand.

5/2011 Cheshire FM
Cheshire FM is now helping with a training project with the Winsford E-Academy, and they may need some help with this.

6/2011 Speeding on Rural Roads
CW&C Councillor Burns had come along to speak on this matter. However CW&C are not able to help with flashing lights, etc., unless more accidents are reported.

CW&C Councillor Burns also reported that he had taken up the matter of HGVs on minor roads in the area and CW&C council feel that to restrict HGVs would cause too great a detour for these vehicles.

7/2011 Darnhall Signage
Mrs Langley from Winsford Council will look at this problem.

8/2011 Deteriorating Building in Darnhall
No news at present, will consider writing to the owners again in 2012.

14/2011 Retiring Councillors
A letter of thanks had been received from Mr J Hignett thanking the council for his gift.

15/2011 Cheque Signatures
The clerk has the forms to proceed with the change of signature to Councillor Davenport.

17/2011 Past Councillors & Chairmen
The Chairman and clerk will research back to find past Chairman and Councillors. Councillor Gee suggested Women's Institute presidents as well, because they had long links with the Hall. The clerk has done some work on this.

18/2011 Hall Lane Resurfacing
This has now been completed. .

21/2011 Centre of Cheshire
The Chairman thanked Mr D Tomlinson for carrying out this work and the Village Hall Committee had paid for the work.

External Meetings

Councillor Gee had attended a meeting regarding SuperFast Broadband and this should be in the locality by 2015.

Councillor Davenport had completed another training Module with CHALC, in September.

Clerks Comments
The clerk thanked the Councillors for their continuing support,

 22/2011 Precept.
Yes, it is was that time of year again: the precept for 2012//2013
The precept had been set at £3000.00 for the last three years. The clerk had prepared a copy of the up-to-date budget comparison and a proposed budget for 2012/2013. All relevant expenditure must be included in the budget.
After much discussion it was agreed that the Precept be increased by £300.00.

 Councillors Edwards understands that some Roman Artefacts have been found in Darnhall, and their authentication is being checked.

Councillor Bownes reported that a footpath had recently been moved on land near his home, and the expenditure would far outweigh any benefits.

Councillor Gee had received information about an Oil Buying Group and he would get this included in the Newsletter.

The books in the Library in the Village Hall Porch need changing.
